What is the definition of a "Filipino Mestizo (Mestiso)"?
Some people I talk to say that it only implies to people who are 50% Filipino and 50% something else. Some others say that it applies to light-skinned Filipinos, or even Filipinos who have probably less than 5% of "non-Filipino" blood. Are there any precise definitions or does the term apply to all of the above?

There is no precise definition of the term. It could be a 50/50 split between white and malay, or any Filipino who "appears" to be mixed even if his genealogy cannot identify an actual non-malay ancestor. Regardless, what’s important here is not the proper definition of the term but to gain an understanding of why such a term seems to still have such a powerful influence in Filipino society.
The term mestizo was introduced to the country by its spanish colonizers, for blatantly insidious reasons. The conquerers wanted to make sure that there was and always will be a clear delineation between them and the "indios" they have subjugated. Those who were branded as mestizo enjoyed some societal privileges over the Filipinos were not. The ultimate reason for perpetuating such ridiculous beliefs was to lower the self-esteem of Filipinos to the point they would not be tempted to mount insurrections or any acts of rebellion against the colonial government.
However, the greater tragedy is that now in the 21st century, long after the Spanish have departed–Filipinos still mindlessly cling to this belief that a countryman is inherently superior to them purely because of the possiblity that he has foreign blood. In 2007, the light-skinned still enjoy privileges that their darker-skinned, broader nosed counterparts do not. This is evident in every spectrum of Filipino society today.

as far as i am concerned mestizo usually implies to filipino people with foriegn blood. especially when that person look light skin, tall etc. which is diferent from native born . but generally speaking it means mix blood not 100% filipino. .

If I remember Philippine History correctly, mestizo was first used during the Spanish Era to call a child of a peninsulares (somebody born in Spain) and a Filipino or Chinese. It is most commonly used for men. I suggest that you check Noli Me Tangere as Rizal, used this to describe Ibarra.
Right now, it is interchanged to anybody who is light-skinned even if that person has no trace of Spanish blood in them.
