Tagalog Language- Interested in the exposure to “using” English in the Philippines?
1. Will someone explain how early and under what conditions different people are likely to begin using English in the RP?
2. How would you attribute levels of proficiency in English: Urban living, economic opportunity, media exposure?
3. If any answers come from the internet cafe' perhaps you might answer for your more agrarian brethren.

1. Depends on the background of the person, if they live in the city or are mestizo (like me) it is more likely to be early, especially if their "other" is American or British.
2. Economics is the main factor, those others do play a part though. But since English (American) is the method of instruction in the schools from 2nd grade onward, that is the latest someone would start learning it.
Honestly, as an anthropologist in training, linguistics is an allied field to mine, and I suggest you ask a linguist in your area. If you are in the RP I suggest someone at UST or UP Dilliman, if you are in California I suggest UC Berkeley or Hawaii UHT. Also check the sites below as well
