I’m curious in what context you came across this text. I’m guessing it came via SMS message? If so it is common for Filipinos to use alternative spellings, just as in English in SMS one may write "tnx" for "thanks", and that’s why an online dictionary may not help.
The key verbs are "meron", AFAIK another way of writing "mayroon" which is "to have", and "wala", namely "to not have". I concur with the other suggestions that it’s a little rude, and to the best of my understanding it’s "I’ve got a cock but I don’t have a vagina", although my knowledge needs improvement as I’m still learning the Filipino (Tagalog) language.
