How do you rate your experience talking to a Filipino (from the Philippines) sales or customer service agent?
The Philippines, in the past few years, have been the favored as site for many BPO companies in the US. As a result, the sales and customer service agents Americans reach are more and more likely to be Filipinos. Some say we, Filipinos, compared with Indians, speak betterand more grammatically correct English, and likewise are easily understood by Americans. Conversely, it is said to be that Filipinos also are able to comprehend English more than Indians. I do know that proficiency in English depends largely on an individual's skill on the language, and not on nationality. But there are certain factors, especially with regards to exposure to the language, that puts the Filipinos in favor.

In the U.S., I have met people from the two countries you mention. Correctness was never an issue, but fluency and accent were. While most Indians seemed to be more fluent in English, Filipinos had a less thick accent. That has been my experience.
