"Sibling" could be dispensed with. It is logical to assume the sibling is a man, since he is chased by women. Women do not generally chase their own sex, unless they be lesbians.
I would caution you not to get mad against he/she who spoke the words, and who is evidently related to the subject, since the statement was followed by the disclaimer "Joke only".

habulin ng mga chix -> habulin ng mga chicks -> literally means "a person whom chicks go after" -> a chick-magnet
iSa na dun casie -> isa na dun si casie -> "casie is one of them". Maybe, out of context, it means that casie is one of those "chicks" after the person.
