It’s Ilocano, not Tagalog. (spoken in some Northern part of the Philippines)
It means:
"Auntie help me because I need money this is Rodel"
that is the exact translation.
i think this is a missent text message for a relative who is asking for some financial help from an aunt
I’m a Filipino and that is not Tagalog, it may be a dialect.
Rodel is the name of the person who texted you, and he is probably sending it to his aunt or sister, "2lungan" is a text abbreviation that means help. "Cuarta" means money.
Hope this helps.
EDIT:
It is possibly the "Ilocano" dialect from the NW.

EDIT:
Alright I was right, it is Ilocano.
It means,
"Auntie, please help me…I need money. This is Rodel."
it’s not tagalog..it’s in another dialect…but i can understand some words there:
ante = aunt
2lungan = help
cuarta = money
rodel = it’s a name for a person
>>and i agree that it’s just a missent message; and that maybe the person who sent that is asking for her aunt’s financial help
